BUG: Misleading Message 4613 When Trying to REVOKE Permission (201831)

SYMPTOMS
If you try to REVOKE a permission and you do not have permission to issue a REVOKE, you will get the following error message:
Msg 4613, Level 16, State 1, Line 1
Grantor does not have GRANT permission.
STATUS
Microsoft has confirmed this to be a problem in SQL Server 7.0.
MORE INFORMATION
Instead of "Grantor" and "GRANT", the message should display "Revoker" and "REVOKE."
