OFF97: Error Message: The Application Failed to Initialize Properly (199080)

SYMPTOMS

When you attempt to start Microsoft Access, you receive the following error message:
"The application failed to initialize properly (0xc0000022). Click OK to terminate the application."

CAUSE

This problem may occur when the following conditions are true:
  • You apply the Microsoft Office 97 Service Release 2 (SR-2) patch to a Windows Terminal Server. -and-

  • The Windows Terminal Server resides on a disk volume using the NT File System (NTFS).

RESOLUTION

Give the group Everyone, Read rights to the file Msjet35.dll on the Terminal Server.
During installation of the SR-2 patch, the patch deletes and copies an updated version of the Msjet35.dll file. When the process is complete, users do not have any permissions to this file.
