Setup Stops with "Windows 2000 Is Starting" Message Displayed (198069)

When you start Windows 2000 Setup from CD-ROM or after copying the Windows
2000 files, you may see the following message indefinitely:
Windows 2000 is starting...
When this occurs, the system becomes unstable and Setup does not proceed.
CAUSE
This behavior can occur if a Mustec scanner interface card is installed
in the computer.
RESOLUTION
To resolve this issue, turn the computer off, remove the Mustec card, and
then turn the computer back on.
STATUS
Microsoft has confirmed this to be a problem in Windows 2000.
