OL2000: ErrMsg: "Outlook Could Not Start Because a Location to Send and Receive Mail Could Not Be Found" (197418)

NOTE: These procedures only apply if you have installed Outlook with the
Corporate Workgroup/Other option. This option allows you to use Messaging
Application Programming Interface (MAPI) services. To determine your
installation type, on the Help Menu, click About Microsoft Outlook. In
About Microsoft Outlook, you should see "Corporate" if you have the
Corporate Workgroup installation.
SYMPTOMS
When you click to start one of the items on the Microsoft Office Shortcut
bar or the Outlook bar, you may receive the following error message:
Outlook could not start because a location to send and receive
mail could not be found. To add a location, such as a personal
folder file, double-click the Mail icon in Windows Control Panel.
You may get the following error message when opening a new mail message
from within Outlook:
Cannot create the e-mail message because a location to send and receive
messages could not be found. To add a location, click the Tools menu,
click Services, and then click the Delivery tab.
CAUSE
The delivery location in your default Windows Messaging Profile is set
to "(None)".
RESOLUTION
Modify the default Windows Messaging Profile to select a mail delivery
location.
If None is the only delivery location available in the list, you will need
to add a mail service and/or a personal folder. To add a personal folder
