Fatal Exception in CDVSD Starting Windows 98 (197004)

When you start your computer, you may receive an error message on a blue screen similar to the following:
An exception 0E has occurred at 0028:C143EADA in VXD CDVSD(01) + 00001CFA. This was called from 0028:C18413E8 in VXD voltrack(04)+ 00000A18. It may be possible to continue normally.
-or-
An exception 0E has occurred at 0028:C143C31E in VxD CDVSD(01) + 0000179E. This was called from 0028:C1830708 in VxD scsi1hlp(03) + 00000508. It may be possible to continue normally.
CAUSE
This behavior can occur when you start your computer if a CD-ROM is not
in the DVD drive or when a CD-ROM is ejected from the DVD drive if you
are using a third-party Small Computer System Interface (SCSI) miniport
driver.
An incorrect calldown method is used if an IOS VSD is installed between
the CDVSD and SCSIPORT layers and the DVD CD-ROM supports Group 2 timeout
commands.
RESOLUTIONA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem. To resolve this problem, contact Microsoft Product Support Services to obtain the hotfix.
