Cannot Connect to SSL (HTTPS) Web Page in Windows NT 3.51 (195903)

SYMPTOMS

When you try to connect to an SSL (HTTPS) Web site using Internet Explorer on a Windows NT 3.51-based computer that communicates across a Microsoft Proxy 2.0 server using NTLM (challenge/response) authentication, you are prompted for your security credentials (user name and password) three times, regardless of whether or not the credentials are valid. You then receive an "Access is denied" error message.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next service pack that contains this hotfix.
