OL98: Unable to Change to Another Language Using Global IME (195204)

When using Microsoft Global IME with Microsoft Outlook 98, you are unable
to switch to a different foreign language, even though you do not have a
problem switching to a different foreign language in Microsoft Internet
Explorer 4.0.
RESOLUTION
To use Microsoft Global IME with Outlook, you must change your default
message format to HTML.
NOTE: Your recipient must also use an HTML-enabled e-mail program to read
your messages.
