If you install the Simple Mail Transfer Protocol (SMTP) service on a
computer running Microsoft Windows NT Server 4.0 Service Pack 3, and then
install a new certificate, you may be unable to send messages that require
Secure Sockets Layer (SSL) authentication through the SMTP service.
RESOLUTIONTo resolve this problem, obtain the latest service pack for Windows NT 4.0 or Windows NT Server 4.0, Terminal Server Edition. For additional information, click the following article number to view the article in the

Microsoft has confirmed this to be a problem in Microsoft Commercial
Internet System version 2.0.
