PI99: Horizontal Guide Not Present Upon Reopening Saved Image (194866)

When reopening an image containing a horizontal guide the guide is not
present.
WORKAROUND
At this time the only workaround is to create a new horizontal guide for
the image each time it is reopened.
STATUS
Microsoft has confirmed this to be a problem with the Microsoft products
listed at the beginning of this article.
