When DAPIStart runs from within a Component Object Model (COM) object
called from an .asp page, it may fail with error code C000000B5 and the
message
Access Denied.
CAUSE
The context under which DAPIStart is running does not have rights to the
Exchange Server Directory.
RESOLUTION
To resolve this problem, you need to run DAPIStart under the context of a
privileged account.
