Disabling Floppy Disk Controller Causes Hang at Shutdown (193677)

If you disable the Standard Floppy Disk Controller device in Device
Manager, your computer may stop responding (hang) when you shut it down.
The computer may hang while the shutdown screen is being displayed.
RESOLUTION
To work around this issue, turn the computer off manually after it hangs
at the shutdown screen. Doing so should not cause any problems. The
Standard Floppy Disk Controller device remains disabled when you restart
the computer.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Windows 98.
