Unable to Load Ontciutl.dll (193175)

The following event message occurs in the Event Viewer:
EventId: 7034
Unable to load DLL %SYSTEMDRIVE%\Program Files\Common
Files\SYSTEM\ContentIndex\ontciutl.dll>. Error: 5 - Access is
denied.
CAUSE
The LAN Manager redirector cannot reliably query for the existence of a
file on a universal naming convention (UNC) path. The UNC path is a
directory path that contains a file share access to a certain server that
is compliant with the Microsoft network. An example of a UNC path is as
follows:
WORKAROUND- If possible, remove the UNC path in the SYSTEM and USER path
variables.
If this is not possible, add the location %SYSTEMDRIVE%\Program
Files\Common Files\SYSTEM\ContentIndex to the SYSTEM path
BEFORE any UNC path variables.
- Restart the computer. SYSTEM variables are loaded on system
startup.
STATUS
Microsoft has confirmed this to be a problem in Site Server version 3.0.
