BUG: Developer Studio Generates Duplicate Custom Menu Names (192567)

A mirror image of the previous "New Menu" occurs if command(s) are not
added to the existing New Menu item.
RESOLUTION
After creating a New Menu item, ensure that at least one command(s) is
added to it before adding another New Menu item.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article.
