Microsoft has confirmed this to be a bug in the Microsoft products listed
at the beginning of this article.
MORE INFORMATION
Starting multiple copies of Visual Basic may result in the error listed
above. This error may be generated either by manually clicking on the
Visual Basic icon or using MS-DOS prompt to start Visual Basic using a
command line. Clicking OK to the error message should allow Visual Basic to
open normally.
