When can I create a data channel?
Because conference initiation takes a variable amount of time, NetMeeting
must set up a data conferencing connection before the data channel becomes
available. You can programmatically check that a data conferencing
connection has been established in the conference by verifying that the
local user has data conferencing capabilities.
