Winsock Proxy clients appear to slow after changing permissions (191145)

After you change file permissions on the \MSPCLNT directory on a Proxy
Server client computer, all Winsock Proxy access to the Internet may
become
very slow.
CAUSE
The Winsock Proxy client Setup program creates the Msplock.lck file in the
\MSPCLNT directory. This file is used as a "lock file" in the process of
updating the client configuration from the Microsoft Proxy Server
computer.
WORKAROUND
To work around this problem, make sure the Msplock.lck file does not have
the read-only attribute, and verify that the group EVERYONE has access to
this file.
