Repeatedly Prompted for Disk During Windows 98 Setup (190984)

When you try to install Windows 98, you may receive the following message:
Please insert the following disk in drive D (or your CD-ROM drive):
Windows 98 boot disk or CD-ROM
When you are ready to continue, press ENTER
When you press ENTER, you may receive the same message again, and this
behavior may occur every time you press ENTER.
CAUSE
This problem can occur if you are trying to install Windows 98 to a
computer with two unformatted Integrated Device Electronics (IDE) hard
disks.
RESOLUTION
To work around this problem, use the following steps:
- With the message visible on the screen and the Windows 98 Startup Disk
in the drive, press F3, and then press F3. Note that this quits Setup.
- Type the following commands at the command prompt, pressing ENTER after
each command:
a:
extract ebd.cab format.com /l a:\
format c: - After the format process is complete, type the following command at the
command prompt, and then press ENTER:
- After the format process is complete, restart your computer.
STATUS
Microsoft has confirmed this to be a problem in Windows 98.
