This article describes how you can use the Windows Registry alone or with the Office 2003 Custom Installation Wizard (CIW) to disable the Design Form feature from Microsoft Outlook 2000, from Microsoft Outlook 2002, and from Microsoft Office Outlook 2003.

There are two methods that you can use to disable the Design Form feature in Microsoft Outlook. In the first method, use Registry Editor (Regedit) to create a new registry key. In the second method, the system administrator creates custom installation packages for Outlook 2000, for Outlook 2002, and for Outlook 2003 by using the Custom Installation Wizard.

When the Design Form feature is disabled, you receive the following error message when you try to design a form:
The form you selected could not be displayed. The Outlook Form Designer has been made unavailable by your administrator.
Note There is a minor change in the Registry path to correctly make this entry for Outlook 2000, for Outlook 2002, and for Outlook 2003. The steps that are required for these versions of Outlook are noted in the "Add the Registry Entry" section. The following instructions assume that the client operating system is Microsoft Windows XP.

Add the Registry entry

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.

  1. Click Start, click Run. type Regedit in the Open box, and then click OK.
  2. Locate one of the following registry keys depending on the version of Outlook that you are using:

    For Outlook 2003

    HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook

    Outlook 2002

    HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook

    Outlook 2000

    HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook
  3. Right-click New, and then click Dword Value
  4. Type NoOutlookFormsDesigner, and then press ENTER.
  5. Right-click NoOutlookFormsDesigner, and then click Modify to open the Edit DWORD Value window.
  6. In the Value Data box, type 1, and then click OK.
  7. Exit Registry Editor, and then restart the computer.

Add the Registry Entry in the Custom Installation Wizard

Note The Custom Installation Wizard (CIW) is for installation with Outlook 2000 and later versions of Outlook. If you want to use the Custom Installation Wizard for Outlook 2003, perform the following steps on the Add/Remove Registry Entries pages.

Note In the Microsoft Office 2000 CIW, the Add Registry Entries page is page 10 of 17. In the Microsoft Office XP CIW, the Add Registry Entries page is page 11 of 22. In the Microsoft Office 2003 CIW, the Add/Remove Registry Entries page is page 12 of 24.
  1. In the Add/Remove Registry Entries page, click Add.
  2. In the Add/Modify Registry Entry box, click HKEY_CURRENT_USER in the Root field.
  3. In the Data Type box, click REG_DWORD.
  4. In the REG_DWORD box, type the following depending on the version of Outlook that you are using:

    For Outlook 2003

    Software\Microsoft\Office\11.0\Outlook

    For Outlook 2002

    Software\Microsoft\Office\10.0\Outlook

    For Outlook 2000

    Software\Microsoft\Office\9.0\Outlook

  5. In the Value name box, type NoOutlookFormsDesigner.
  6. In the Value name box, type 1.
