HP99: Err Msg: Microsoft Home Publishing Setup Cannot Continue (190845)

When you run the Setup program for Home Publishing, you may receive the
following error message:
Microsoft Home Publishing setup cannot continue because you do not have
administrator privileges on this computer.
CAUSE
This behavior can occur if you are attempting to install Home Publishing 99
on a Microsoft Windows NT-based computer.
RESOLUTION
To prevent this issue from occurring, log on to Windows NT as an
administrator before you install Home Publishing 99.
MORE INFORMATION
When you install Home Publishing in Windows NT, Setup copies some files to
the Windows\System folder and makes entries in the registry. In order for
Setup to do this, you must be a member of the Administrator group when you
log on to Windows NT.
You can check which group you are a member of using User Manager.
NOTE: Home Publishing runs on Windows NT, version 4.0, SP3 or later.
