FP98: Hover Button & Ad Rotator Only Link To HTTP:// not FILE:// (190612)

When you are working with a disk based Web in Microsoft FrontPage 98
and you are using either the Banner Ad Manager or the Hover Button,
included with FrontPage, you are unable to link them to an image file
on the hard disk.
CAUSE
The Banner Ad Manager and Hover Button are Java applets that have a security architecture that prevents them from accessing files directly from the hard disk. Instead, they can only access files via a Web server using the HyperText Transport Protocol (HTTP).
