By default, borders are not displayed for cells that do not have content.
To show table borders for all cells in DHTML Page Designer, set the Rules
property for the Table object equal to "all."

At run-time, borders are not displayed for empty cells. At design-time,
borders are displayed for all cells. To display borders for all cells, you
can change the value of the Rules property of the table to "all." Click on
the table and modify the Rules property value to "all."
