FP98: FP Editor Removes <FRAME>, <BODY> Tags in <FRAMESET> (188813)

If you add a <BODY> element inside a <FRAME> element within a <FRAMESET>,
FrontPage Editor deletes the <BODY>...</BODY> and the <FRAME>...</FRAME> tags
when you switch views.
CAUSE
These tags are deleted if they occur inside a <FRAMESET> element because the only valid
HyperText Markup Language (HTML) tags allowed inside the <FRAMESET> are <FRAME>
and <NOFRAMES>. FrontPage removes the <BODY>...</BODY> and any other HTML
elements within the BODY element if it finds them inside the <FRAMESET>.
