"Cannot Write to Drive 'C'" During Setup on HP Vectra P6 200 (188200)

SYMPTOMS

When you are installing Windows 98, Setup restarts your computer after it finishes copying files. When the computer restarts, you may receive the following error message:
Cannot write to drive "C". Press any key to continue.

CAUSE

This behavior can occur if you are using a Hewlett-Packard Vectra P6/200 computer with a BIOS version earlier than GG.06.11.

RESOLUTION

To resolve this issue, upgrade the computer's BIOS. For information about obtaining and installing a BIOS upgrade, please consult your computer's documentation or manufacturer.

In many cases, pressing ENTER allows Setup to continue. You may encounter more than one error message; press ENTER for each occurrence of the error message. After Setup finishes, ScanDisk starts when you next start the computer. If ScanDisk prompts to perform a thorough disk check, allow ScanDisk to do so. If you do not, you receive the prompt each time you start the computer.
