Cannot Connect to Desktop Computer with Internet Explorer 4.0 (187544)

After you install Microsoft Internet Explorer 4.0, you may be unable to
establish a connection between a Handheld PC (H/PC) or Palm-size PC (P/PC)
and the desktop computer.
You may also receive the following error message:
The specified communications port is not available.
RESOLUTION
To resolve this issue, restart the desktop computer. To do this, follow
these steps:
- Click Start, and then click Shut Down.
- Click the Restart option, and then click OK.
Note that this issue occurs only the first time you start your computer
after you install Internet Explorer.
