OL98: Shift-JIS Is Always Used When Sending a SMTP Mail (187478)

If you use the Japanese version of Microsoft Outlook 98 to forward an e-
mail message through an SMTP server, the Shift-JIS (Japanese Industry
Standards, code-set for Japanese characters) character set is sent, even if
you specified JIS as the default.
CAUSE
When Outlook receives a mail from an older client, such as the Microsoft
Exchange client or Outlook 97, it fails to use the default character set
from the registry.
RESOLUTION
A supported fix that corrects this problem is now available from Microsoft,
but has not been fully regression-tested and should be applied only to
systems experiencing this specific problem. If you are not severely
affected by this specific problem, Microsoft recommends that you wait for
the next Service Release that contains this fix.
