PUB98: "Unable to Write to Twain_32.dll" Error During Setup (187261)

When running Microsoft Publisher 98 Setup, you may receive the following error:
Unable to write to twain_32.dll.
Setup is unable to continue. Hence, it is not completed successfully.
CAUSE
This error message appears if a program that uses the TWAIN components is currently running while
you are attempting to install Publisher 98. If the TWAIN components are being access by a scanner
aware program, Setup cannot copy the Twain_32.dll file and Setup will fail. The TWAIN components
are stored in the \System folder.
WORKAROUND
To successfully install Publisher, make sure you close any programs before you run the Setup program. To
be sure that you have closed all programs running in memory, in particular those that may be accessing
the TWAIN components (such as Ocrawr32 or Ocraware), close these programs by following these steps:
- Press CTRL+ALT+DEL. The Close Program dialog box appears.
- In the Close Program dialog box, select one of the following programs:
Click End Task. Repeat this step for the second program.
NOTE: If you receive a message indicating that the program is not responding click End Task.

Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning
of this article.

Various multi-function devices that provide functionality for printing, scanning, faxing, and copying
often ship with software programs that install terminate-and-stay resident (TSR) programs. Because
a TSR program may remain in memory even after you have closed it, it may interfere with an application's
Setup program. You should run the Publisher Setup program after shutting down any TSRs or other programs
running in memory. After starting the Publisher Setup program, you will be prompted to shut down any
currently running programs. You should shut down all programs before continuing with setup.
