Reduced RNS Order Heap Size Could Increase Scalability (187200)

Per-session occupancy can be reduced if the RNS order heap size is reduced
by 10 KB. This may not affect CPU load or bandwidth, but may improve
scalability.
CAUSE
This enhancement cannot be implemented at this time. This behavior is by
design.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Windows NT
version 4.0, Terminal Server Edition.
