fragmented after you run the Windows 98 Disk Defragmenter tool.

Disk Defragmenter optimizes programs by moving sections of executable
files and supporting files into contiguous clusters on the hard disk.
This can significantly decrease the time it takes to start programs. This
optimization may actually result in single large executable files being
fragmented on the drive as other related files are moved into intervening
clusters. If you then run a third-party disk defragmenter tool, the tool
may report that your drive is fragmented and advise you to defragment for
improved performance.
