SYMPTOMS

The following is an example of an error that may occur with the Microsoft Internet Mail Server 1.0 SMTP Service:
Connection to with Ip Address 172.21.13.45 failed from microsoft.com- 172.21.14.98
someone@samples.microsoft.com
Server received Winsock error Connection refused.

CAUSE

This error occurs after the Internet Mail Server 1.0 SMTP service has successfully resolved the host name via the Domain Name Server (DNS) and then attempts to connect to the host server. The host server exists but has no SMTP service listening on port 25.

RESOLUTION

Contact the administrator of the receiving host server.
