ErrMsg: Your POP3 Server Has Not Responded or TCP/IP Error (186272)

When you attempt to connect to a Post Office Protocol (POP3), Simple Mail
Transport Protocol (SMTP), or Network News Transfer Protocol (NNTP) server,
you may receive one or more of the following error messages:
Your POP3 server has not responded in 60 seconds. Would you like to wait
another 60 seconds for the server to respond?
A TCP/IP error occurred while trying to connect to server... Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC15
CAUSE
This behavior occurs when you connect to your Internet mail server using a
SOCKS proxy server, even though you can successfully connect to the
Internet using a SOCKS proxy server. Outlook Express for Sun Solaris is
unable to use a SOCKS proxy server.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Outlook Express
for Sun Solaris.
MORE INFORMATION
If you monitor the SOCKS proxy server, the tool that you use to monitor the
SOCKS proxy server may not report any requests by Outlook Express.
