PUB98: Error, Cannot Start Publisher by Clicking Shortcut Icon (183511)

SYMPTOMS

If you try to start Microsoft Publisher 98 from a shortcut you previously used to start an earlier version of Publisher, you may see the following message
Missing Shortcut.
Windows is searching for MSPUB.EXE. To locate it yourself, click Browse.
followed by a second message,
Open With

Click the Program you want to use to open the file '<filename>.'
If the program you want is not on the list, click Other.

Choose the program you want to use.
where <filename> is the name of a file other than Mspub.exe. This dialog box contains a list of several programs. If you choose MSPUB from the list, you may receive the following error message:
Publisher cannot open the file.
The icon for the shortcut may also change from the Publisher icon to another icon. Every time you click this shortcut, Publisher will not be started.

CAUSE

The shortcut is still pointing to the location of your old Publisher installation files. Windows cannot locate the original Publisher executable file, and locates another file that is of similar size, or date. Windows also cannot locate the Publisher 98 installation files and the shortcut was not updated to point to the Publisher 98 executable file.

NOTE: The Publisher 98 Setup program gives you the option to remove all previous versions of Publisher.

RESOLUTION

Delete the shortcut and create a new one.
