The file is stored on security-enhanced servers that help to prevent any unauthorized changes to the file. Here are the steps to follow to run the example:

Create a new folder named Msmq in your InetPub\scripts directory on the computer where IIS is installed. Decompress and copy the sample files to that folder. The IIS server computer must have MSMQ client or server installed in order to use the MSMQ ActiveX components.
Use Internet Explorer from any client computer to point to this address:
http://<yourservername>/scripts/msmq/default.asp
MSMQ does not need to be installed on the computers running the browser.
