Dragging Scrap to WordPad Title Bar Displays Random Characters (181334)

When you drag a scrap to the title bar for a document in WordPad and then
save the changes to the document when you are prompted, the document text
may be displayed as random or unintelligible characters.
CAUSE
This behavior occurs because the WordPad title bar does not support
OLE drag-and-drop operations.
RESOLUTION
To work around this issue, do not drag a scrap to the title bar for an
open WordPad document. Instead, drag the scrap to a blank document.

in the Microsoft Knowledge Base as it becomes available.
