When you attempt to send a file to a person using Microsoft Chat and he or
she does not accept the file when prompted, you are not notified.

MORE INFORMATION
If the person to whom you are sending a file does not accept the file, the
file transfer times out after a period of time. The file transfer dialog
box remains open until you click Cancel.
