PUB98: Rotated GIF's May Look Hazy (179527)

If you import a GIF image (or other bitmap-type graphic) and rotate it,
it may appear with a hazing effect and/or with bands that appear to
break up the image.
This effect disappears if you change the rotation angle slightly
or if you change the zoom percentage.
This effect occurs only if you are using a color palette of 15-bit
(32,768), 16-bit (65,536), or 24-bit (16.7 million) colors. If you are
using a 256-color color palette, this effect does not occur.
RESOLUTION
This is a display problem only. Rotated graphics that display this
symptom usually print correctly and export correctly as part of
a Web page.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article.
