To set the default text style in Publisher you need to create a template with the text set to the desired formatting and then select that template when you create a new document.

To set the default text style for the template, follow these steps:
  1. On the File menu, click New Publication.
  2. Select the Text tool, and draw a text frame on the page.
  3. On the Format menu, click Text Style.
  4. In the Styles list, click Normal. Click Change This Style.
  5. In the Change Style dialog box, click Character Type And Size.
  6. In the Font dialog box, select the font and size you want to use. For example, from the Font list, select Arial, and from the Size box, select 20. Click OK.
  7. Click OK.
  8. Click Close.
  9. On the File menu, click Save As. In the Save As dialog box, click to select the Template check box, enter a name for your template, and then click Save.
To use the template when you create a new publication, follow these steps:
  1. On the File menu, click New.
  2. Click the Existing Publications tab.
  3. Click Templates.
  4. Select the template you want and then click Open.
Now, the new blank page will be set to the new text format.
