MORE INFORMATION
This behavior is caused by a design change in Microsoft Excel 98. The
increase in size is due to a border that is placed around the picture. In
Microsoft Excel 5.0, when you format a picture with a border, Microsoft
Excel places the border on top of the picture. In Microsoft Excel 98, when
you format a picture with a border, Microsoft Excel 98 places the border
outside the picture. This causes the picture to be slightly larger in size.
NOTE: When you insert a picture, Microsoft Excel automatically places a
border around it.
