You receive a "files on your computer are not the correct files for your operating system" when you try to install Internet Explorer 4.0 (174806)

When you attempt to install Microsoft Internet Explorer, you may receive the
following error message:
The Internet Explorer files on your computer are not the correct files
for your operating system. To continue, you must download the correct
files from the Internet.
Do you want to continue?
If you click Yes, Internet Explorer continues with Active Setup and
attempts to download the appropriate files from the Internet.
NOTE: You must be connected to the Internet for the download to continue.
If you click No, Active Setup quits.
CAUSE
You are attempting to install Internet Explorer from installation
files that were downloaded using an operating system different from the
one that you are currently running. For example, you are attempting to
install Internet Explorer on a Windows 95-based computer, but the
files were downloaded from a Windows NT 4.0-based computer.
RESOLUTION
To resolve this issue, use any of the following methods:
- Download the installation files using the operating system in which you
intend to install Internet Explorer.
- Download the installation files for both operating systems in one

Active Setup determines the version of the operating system running and
automatically downloads the files appropriate for that operating system.
Because the downloaded files are unique to the operating system, you
cannot download the Internet Explorer installation files using one
operating system and then install Internet Explorer in another operating
system.
