CRS: DBCS Is Not Compatible with Webadmin (170294)

When you create a project using the Content Replication System (CRS)
command line and then open the project with Webadmin, the directory
contains corrupted characters.
-or-
When you create a project using Webadmin and select a directory that has
double byte character set (DBCS) characters, when you attempt to save the
project, scripting errors occur, and the project is never created.
CAUSE
CRS Webadmin doesn't recognize DBCS characters.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Commercial
Internet System version 1.0. This problem has been corrected in the
latest U.S. Service Pack for Microsoft Commercial Internet System
version 1.0. For information on obtaining the Service Pack, query
