Errors During Install: "Cannot expand..." / "Cannot populate..." (167117)

SYMPTOMS

When you install Commerce Server, you may receive the following error message:
Cannot expand templates: Exception occurred
During the portion of setup that populates the starter stores (SQL Server) database, you may receive the following error message:
Cannot populate Database Tables: No current record

WORKAROUND

These error messages occur due to an Active Server Pages (ASP) installation problem. Make sure that you have ASP installed. If you continue to have problems with your existing ASP installation, Reinstall ASP from the Commerce Server CD or from Windows NT Server 4.0 Service Pack 3.
