PRB: Setup Failure Due to ISCTRLS.OCX Returning False (165870)

SYMPTOMS

During the Microsoft Visual InterDev client setup, ISCTRLS.OCX fails to register and the following error message appears:
"...\isctrls.ocx returns false"
After the failure, setup terminates and Visual InterDev cannot be run.
Manually registering isctrls.ocx will also fail with the error message:
"...\isctrls.ocx fails"

CAUSE

This problem can be caused by an incompatible COMCAT.DLL or DLL(s) that refers to COMCAT.DLL. Beta and release candidate versions of Office 97 have been reported to cause this problem.

RESOLUTION

It has been reported that renaming COMCAT.DLL and reinstalling Microsoft Internet Explorer may fix this problem. Once Internet Explorer has been reinstalled, it may be necessary to reinstall the Visual InterDev client.

Microsoft is researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
