XFOR: Server Slow When Making Connection to Portal (164725)

This article applies to Microsoft Chat Server. In Microsoft Commercial
Internet System, version 1.0, code was written so that a server would wait
one minute before attempting to connect a portal, and then wait an
additional five minutes before attempting to connect a second time.
Microsoft has confirmed this to be a problem in Microsoft Commercial
Internet System version 1.0. This problem has been corrected in the
latest U.S. Service Pack for Microsoft Commercial Internet System
version 1.0. For information on obtaining the Service Pack, query

RESOLUTION
Chatsvc.dll has been modified to attempt first connection after 10
seconds, then retry after one minute. To correct this problem, upgrade the
server(s) to Service Pack 1 (SP1) for MCIS. This will update the
Chatsvc.dll file.
