XFOR: Access Violation When Reading DBCS Chars from the Reason Field (164719)

Microsoft Chat Server encounters a fatal error (access violation) after it
attempts to restart the service if the reason for banning the user is
created using the Japanese double byte character set (DBCS) characters.
RESOLUTION
Chatsvc.dll has been modified to permit the Japanese (DBCS) characters.
Upgrade the system with Service Pack 1 (SP1) for MCIS. This updates the
Chatsvc.dll file.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Commercial
Internet System version 1.0. This problem has been corrected in the
latest U.S. Service Pack for Microsoft Commercial Internet System
