Modem Does Not Dial After You Turn the Modem On (161911)

If the modem is turned off when you attempt to initiate a call using
NetMeeting, subsequent calls also do not work even if you turn the modem
on.
CAUSE
When you attempt to initiate a call using NetMeeting, NetMeeting makes a
call to the Telephony Application Programming Interface (TAPI) to open a
telephone line. If the modem is turned off, the call cannot be initiated.
When you turn the modem on, TAPI is unaware that the modem has become
available.
STATUS
This problem was corrected in Microsoft NetMeeting version 2.0. To obtain

telephony functions for data, fax, and voice calls. TAPI manages all
signaling between a computer and a telephone network, including basic
functions such as dialing, answering, and hanging up a call.
