PRJ: Project May Fail to Start but Appears in Task List (160636)
The information in this article applies to:

When you attempt to start Microsoft Project, disk activity occurs, but
Microsoft Project fails to appear.
CAUSE
In some cases, when you quit Microsoft Project, the window is closed, but the program remains loaded in memory. When you attempt to restart Microsoft Project, this new instance partially loads but then waits for the first instance to quit.
RESOLUTION
Run the Microsoft Windows NT Task Manager and end the Microsoft Project
process. Then, restart Microsoft Project.
To run the Task Manager and close Microsoft Project, follow these steps:
- Press CTRL+ALT+DEL.
- Click Task Manager.
- Click the Applications tab.
- In the task list, click to select Microsoft Project.
- Click the End Task button
STATUS
Microsoft has confirmed this to be a problem in the versions of Microsoft
Project listed above.
