SYMPTOMS

If you select a rotated picture frame and scale just one of its dimensions (width or height), the graphic appears to move on the page.

CAUSE

Publisher scales picture frames based on the absolute position of the frame's upper left corner, keeping the center of the frame in the same relative position to that coordinate.

Here is a way to visualize what is happening when you rotate a frame:
  1. Create a 1" by 1" picture frame. The center of this picture frame is .5" to the right and .5" down from the upper left corner.
  2. On the Format menu, click Scale Picture.
  3. Change the width to 500% and then click OK. The picture frame is now 5" wide. The center is now 2.5" to the right of the upper left corner, but still only .5" down from the upper left corner.
  4. On the Arrange menu, click Rotate/Flip and then click Custom Rotate. Change the rotation to 45 degrees. The picture rotates around the center of the image and appears to have moved 2.5 inches to the left of its original position.

RESOLUTION

This behavior is by design. You should scale your image before you rotate it. It is easier to center a frame when it is not rotated than it is to center a rotated frame.
