XFOR: Handle Leak When POP3 Started/Stopped Continuously (160103)

When the POP3 service is continuously started and stopped, the handle count
goes up by roughly 2 for each start and stop.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Commercial
Internet System (MCIS) version 1.0. We are researching this problem and
will post new information here in the Microsoft Knowledge Base as it
becomes available.
