CAUSE
The permissions on the Ntconfig.pol have been changed to read-only for the
current user.
RESOLUTION
The implementation for applying policies has changed. Instead of
downloading the file to the %SystemRoot%\Profiles\Policy directory and
applying the restrictions, you now need to download the Policy file to a
Temp file, apply the policy, and then delete the Temporary file. The Policy
file will be downloaded each time you log on, but it gives the highest
probability of the policy being applied because the end user will never
see, or be able to manipulate, the Temp file.
STATUS
Microsoft has confirmed this to be a problem in Windows NT version 4.0.
This problem has been corrected in the latest U.S. Service Pack for Windows
NT version 4.0. For information on obtaining the Service Pack, query on the
