You can successfully install Mastering Microsoft Internet Development
on Windows NT version 3.51, but you cannot install Microsoft Internet
Explorer version 3.0 on Windows NT 3.51.
CAUSE
Microsoft Internet Explorer version 3.0 requires Microsoft Windows 95
or Windows NT version 4.0.
STATUS
This behavior is by design.

suggested operating system.
