TMGR: Cannot Create Plan and You Receive Unspecified Error (154770)

When you try to create a new team file or open an existing team file, you
may receive the following error message:
An unspecified error has occurred. Some files may have become
corrupted. Reinstall Microsoft Team Manager.
or
An unspecified problem has occurred. You may have lost access to the
files necessary for Team Manager to run or you may be low on system
resources.
To increase system resources, close applications or windows not
necessary to your work, and try again.
CAUSE
The Microsoft data access objects (DAO) object model is provided by the
Dao3032.dll or Dao02516.dll file, which is included when you install
Microsoft Visual C++ version 4.0, Microsoft Excel 7.0, Microsoft Visual
Basic Version 4.0, or Microsoft Access 7.0. The Dao3032.dll and Dao2516.dll
file are shared components and are not deleted during uninstall. However,
the reference to them is removed from the registry when uninstalling an
application, such as Microsoft Excel. If DAO is not registered, other
applications that use it will not have access to it.
Microsoft Team Manager creates and operates on team files using DAO.
WORKAROUND
Reinstall Team Manager to reregister the DAO file.
STATUS
Microsoft has confirmed this to be a problem in the products listed at the
beginning of this article. We are researching this problem and will post
new information here in the Microsoft Knowledge Base as it becomes
available.
